A private individual has filed a federal lawsuit against state authorities, alleging a series of constitutional violations during a traffic stop. Jarvis-Ray Campbell submitted the complaint on November 19, 2025, in the United States District Court for the Southern District of Texas, naming Trooper Charles Anderson-Goodman and other state entities as defendants.
The case revolves around an incident that occurred on May 22, 2025, when Campbell was stopped by Trooper Anderson-Goodman. According to the complaint, Campbell was subjected to an unlawful stop and search despite being compliant and possessing valid identification. The trooper allegedly handcuffed Campbell without probable cause and conducted a warrantless search of his pockets and wallet. Campbell claims this action was based on profiling, evidenced by the trooper’s statement: “He is one of them.”
Campbell’s lawsuit outlines several causes of action under federal law. The first count alleges a violation of the Fourth Amendment rights under 42 U.S.C. § 1983 due to the unlawful stop and search. The second count asserts a Fourteenth Amendment Due Process violation for depriving Campbell of liberty without lawful justification. Additionally, Campbell accuses the defendants of an Equal Protection Violation by treating him differently than others in similar situations.
Further accusations include Monell Liability against the Texas Department of Public Safety (DPS) for failing to adequately train or supervise its officers. The plaintiff seeks declaratory relief to establish that his constitutional rights were violated during the encounter.
In terms of relief sought from the court, Campbell is asking for compensatory damages amounting to $1 million, punitive damages, legal costs, and any additional relief deemed appropriate by the court. He has also demanded a jury trial to resolve these issues.
