A woman in San Antonio has filed a lawsuit alleging excessive force by a police officer, drawing attention to the issue of police conduct and accountability. Cailyn Christine Davis filed a complaint against Officer Jordan Liebhardt of the San Antonio Police Department on November 25, 2025, in the United States District Court for the Western District of Texas. The lawsuit accuses Officer Liebhardt of violating her civil rights during an arrest that resulted in severe injuries.

According to the complaint, on December 27, 2023, Davis was at the scene of a motor vehicle accident involving her friend Sara Mendoza when she was allegedly assaulted by Officer Liebhardt. The officer reportedly struck Davis multiple times in the face with closed fists while she was on the ground, resulting in a permanent facial scar and other significant injuries requiring emergency medical treatment. “The force used was objectively unreasonable and grossly disproportionate to any legitimate law enforcement interest,” states the complaint. Despite being charged with three criminal offenses following the incident—Resisting Arrest, Interference with Public Duties, and Public Intoxication—all charges were dismissed within three months due to lack of probable cause.

Davis claims that her constitutional rights under the Fourth Amendment were violated through excessive force during her arrest. The complaint details how Officer Liebhardt’s actions did not align with established legal standards for reasonable use of force as outlined in Graham v. Connor. It argues that Davis posed no immediate threat and did not engage in assaultive behavior that would justify such forceful measures. The lawsuit seeks compensatory damages for physical pain, emotional distress, medical expenses, and punitive damages to deter similar conduct by law enforcement officers in the future.

Represented by attorney Brandon J. Grable from Grable PLLC, Davis is pursuing justice for what she describes as a malicious and reckless disregard for her rights by Officer Liebhardt. The case is presided over by Judge Gloria Saldana under Case ID 5:25-cv-01573.
