Plaintiff alleges multiple violations by county officials leading to homelessness

Delphine Callegher, a former resident of Travis County, Texas, has taken legal action against multiple defendants for alleged violations of her rights under federal and state laws. The complaint was filed on December 23, 2025, in the United States District Court for the Western District of Texas. Callegher is accusing Travis County, Judge Randall Slagle, Alejandro Muleiro, and Brian Fron of a series of actions that have left her homeless and without stable housing.

The lawsuit centers around several key allegations made by Callegher. She claims that after relocating from Arizona to Texas in October 2024 based on assurances from Defendant Fron to cover rent and essential expenses, she found herself financially vulnerable when Fron withdrew his support. This vulnerability was exacerbated by habitability issues in her new residence such as mold and pest infestations which were not addressed despite her requests for repairs. Furthermore, Callegher alleges retaliatory conduct from the defendants including eviction threats and utility interruptions. She accuses them of engaging in “coercive conduct” that destabilized her economic security.

Callegher’s complaint also highlights procedural manipulation by the defendants who initiated eviction proceedings while related civil actions were pending elsewhere. She contends that they excluded Fron from these proceedings to shield him from liability while targeting her exclusively. Additionally, she argues that her requests for ADA accommodations during judicial proceedings were ignored leading to default judgments against her despite a perfected appeal which should have halted any eviction process.

In terms of relief sought, Callegher is requesting declaratory relief along with preliminary and permanent injunctive relief. She seeks compensatory and punitive damages for the alleged wrongs done to her as well as attorneys’ fees under relevant U.S.C codes. Her claims span across numerous counts including procedural due process violations, equal protection breaches under 42 U.S.C §1983; disability discrimination under ADA Title II; retaliation under FHA; civil rights conspiracy; excessive force; wrongful eviction among others.

Representing herself pro se in this case is Delphine Callegher whose primary language is French and who has been diagnosed with anxiety disorder among other disabilities. The case is being overseen by Judge Alan D Albright with Case ID: 1:25-cv-02128-ADA.
