In a significant legal move, a Texas resident has taken action against a local school district, alleging violations of federal labor laws. Jeffrey Brown filed a complaint in the United States District Court for the Northern District of Texas on February 18, 2026, accusing the Quinlan Independent School District of failing to comply with the Fair Labor Standards Act (FLSA). The case highlights critical issues surrounding employee rights and fair compensation practices within public institutions.

Jeffrey Brown, who worked as a mechanic and bus driver for Quinlan ISD, claims that the school district violated the FLSA by not paying him overtime wages despite his non-exempt status. According to Brown’s complaint, he consistently worked over forty hours per week without receiving the legally mandated time-and-a-half pay rate for those additional hours. The FLSA was established to protect workers from unfair labor practices by ensuring they receive appropriate compensation for overtime work. “Defendant has knowingly, willfully, or with reckless disregard carried out its illegal pattern or practice of failing to pay overtime compensation,” states Brown in his lawsuit.

Brown asserts that Quinlan ISD was fully aware of its obligations under the FLSA but chose to ignore them deliberately. As an hourly employee handling tasks such as vehicle maintenance and bus driving, Brown argues that he did not perform any duties that would exempt him from overtime pay requirements under federal law. His complaint further alleges that Quinlan ISD engaged in commerce activities as defined by the FLSA and thus should adhere to its standards.

The plaintiff seeks several forms of relief from the court. He requests an order finding Quinlan ISD liable for unpaid back wages and liquidated damages equal to those unpaid amounts. Additionally, Brown is seeking reasonable attorney’s fees, costs related to bringing forth this action, pre-judgment and post-judgment interest at applicable rates, and declaratory and injunctive relief to prevent further violations by the defendant.

Representing Jeffrey Brown is attorney Douglas B. Welmaker from Welmaker Law PLLC based in Longview, Texas. The case is presided over by Judge D in Dallas Division under Case No. 3:26-cv-527.
