In a significant legal move aimed at enforcing disability rights, a Houston resident has filed a lawsuit against a local business for alleged violations of the Americans with Disabilities Act (ADA). Salvador Segovia Jr. initiated the complaint on February 23, 2026, in the United States District Court for the Southern District of Texas, targeting Aldine Business Inc. The case highlights ongoing challenges faced by individuals with disabilities in accessing public accommodations.
Salvador Segovia Jr., who resides in Houston and uses a wheelchair for mobility, claims that Aldine Business Inc., owner of JD’s Washateria located at 16460 Kuykendahl Road, failed to comply with ADA standards. Segovia asserts that he encountered numerous physical barriers during his visit on December 23, 2025, which limited his access to the property and its services. As an advocate for disability rights and an independent tester monitoring ADA compliance, Segovia’s motivations extend beyond personal grievances; he aims to ensure accessibility improvements for himself and others similarly situated.
The complaint details specific ADA violations at JD’s Washateria. These include improperly designed accessible parking spaces and ramps that pose risks due to unlevel surfaces and vertical rises exceeding allowable limits. Additionally, issues such as inadequate signage for accessible parking and restroom facilities not meeting ADA requirements are cited. Segovia argues these conditions constitute discrimination under Title III of the ADA by denying him full enjoyment of goods and services offered at the property.
Segovia seeks injunctive relief from the court to compel Aldine Business Inc. to remove these barriers and make necessary modifications to ensure compliance with ADA standards. The lawsuit requests a permanent injunction against continued discriminatory practices by the defendant and demands alterations to make the property accessible to individuals with disabilities. Furthermore, Segovia seeks compensation for attorney fees and litigation costs incurred during this legal battle.
Representing Salvador Segovia Jr., attorney Douglas S. Schapiro from The Schapiro Law Group is leading this case in front of Judge presiding over Case No. 4:26-CV-01481. This lawsuit underscores the ongoing struggle for equal access faced by disabled individuals while highlighting potential financial incentives available to businesses willing to undertake accessibility improvements.
