In a dramatic legal confrontation, a Texas resident is challenging multiple law enforcement entities and individuals for alleged violations of his civil rights. Cody Brack filed a complaint on February 18, 2026, in the United States District Court for the Southern District of Texas against the City of College Station, Grimes County, Brazos County, and several law enforcement officers. The case highlights significant allegations of misconduct by public officials.

Cody Brack’s lawsuit arises from a series of events beginning with what he claims was a pretextual traffic stop on February 21, 2024. He alleges that Officer C. Johnson of the College Station Police Department initiated an unwarranted stop as part of surveillance related to an investigation involving his brother. This incident was followed by an unlawful detention and excessive force encounter on February 24, 2024, at his grandmother’s property in Grimes County. During this event, Brack claims that Lt. Kevin Harris and Deputy Pavlock used excessive force resulting in an avulsion fracture to his wrist after Det. Kyle Zulkowski declared him detained without probable cause.

Brack’s complaint also accuses Officer Patricia Marty and Det. Travis Pritchett of authoring and supporting a search warrant affidavit filled with false statements provided by Carolyn Brack, leading to unconstitutional searches. Additionally, he asserts that Assistant District Attorney Jessica Escue made retaliatory remarks during court proceedings in response to his efforts to hold law enforcement accountable through Public Information Act requests and complaints to federal authorities.

The plaintiff seeks various forms of relief including compensatory and punitive damages for the alleged violations under 42 U.S.C. § 1983 concerning his First and Fourth Amendment rights. Furthermore, he demands declaratory and injunctive relief to prevent future occurrences of such conduct by these entities and individuals.
